Inspired by the Oni or Oniwaban Group. a group of government undercover ninja agents (Onmitsu), founded by the 8th Tokugawa shogun, Tokugawa Yoshimune (1684–1751). They were under the direct command of the shogunate and were responsible for undercover intelligence operations. In fact, their work more often consisted of reporting news about the city of Edo to the shogunate or remaining incognito to check and report on the situation in the countryside. Their activities were comparable to those of the shogun’s inspectors and general inspectors although under the direct orders of the shōgun.
